I am an American with a Top Secret security clearance. I just finished my second year working in Iraq. This last year was as an employee of Pacific Architects and Engineers; a division of Lockheed/Martin at the US Embassy in Baghdad.
I would like you to be advised that the management of this company are guilty of fraud against their US Government contract and the American taxpayers; and they are guilty of discrimination against American citizens; both of which are acts of treason.
The facts of the accusation of fraud are this; to start with, their logistics organization is a joke. If an order is placed; it is a year or more before it is filled. If it is filled; it is usually with an inferior product made in a foreign country; rather than the superior American product that was ordered. The lack of materials makes the requirements of the contract difficult, if not impossible, to meet. It has a serious negative impact on the work being done. A few months ago, after an internal audit, the company came up missing three million dollars. The long serving financial manager and logistics manager left in the middle of the night. Were they involved? Nobody knows. One time, $500K of water pumps showed up; nobody knew who ordered them; or anything else about them. A special dispensation from State Dept. was required to make payment. Was it fraudulent? A different manager was fired because of involvement in a prostitution ring; which was tied in with the American contractor who was murdered in the IZ last summer. He is back working with another contractor; which means the State Dept. was not notified. That is a serious security violation. The entire management team is unqualified and layered so heavily that there is no actual responsibility or accountability. They carve out personal fiefdoms; and nothing gets done. They are stealing from American taxpayers.
PAE has no respect for American rule of law. I found out, that on my 2008 W-2 form; the one that was filed for me in the State of Virginia; was fraudulent. They knowingly were fraudulent in that filing, it caused me to pay taxes to the state of Virginia that I did not owe. That is a felony. The workers recently received a memo stating that FICA payments for the last year were underpaid. They have foreign nationals from third world countries known for corruption; Kenya and Romania; working in their offices with unfettered access to American social security numbers; putting us at risk for ID theft. They have unsupervised foreign nationals handling US mail; which is a violation of the US Postal Code. Last June, when I injured my shoulder at work, they sent me to their Romanian doctor, if he is a doctor, which has not been proven. He gave me a non FDC approved drug which poisoned my liver. When I demanded to see a military doctor; which is my right under Federal labor law; it was denied. I may have permanent liver damage which will shorten my life because of their negligence. There is no doubt in my mind that if a PAE American worker were to be seriously injured; they would face certain death due to the company’s cavalier attitude to their responsibility to the health and well being of their American workers, and their responsibility under American law. They would cause the death or disability of an American, and not care, because of the impact on their income statement.
The most disturbing aspect of their conduct is the daily acts of treason against American citizens. Every single day, the attitude of management is that the Americans are a necessary evil. If they had their way there would be no Americans here at all. Greed reigns supreme for company profit. Every employee is allotted $10 a day spending money, and a $10 phone card per month. Both are handed out to the Kenyans and Romanians first; the company constantly runs out of funds and phone cards; which means the Americans go without. They have clothing uniform policy; which I have refused to comply with, because of their treason ; the foreign nationals have well fitting, seasonal clothing. The Americans are given ill fitting, winter wear to wear in 140 degree summers. I know of Americans who were told to go to the PX and buy their own uniform pants. They were not reimbursed. All Americans on the compound are required to be certified in a trade or occupation. The foreign nationals they bring in are largely un, or undereducated and untrained. They are doing substandard work; which is bad enough; however, given the substandard work done by First Kuwaiti; the foreign company that built our Embassy; that is doubly unforgivable. Our Embassy was built to Third World standards; using the worst construction methods and materials I have ever seen in my thirty years in the trades. Even with the current economic conditions in the US; with our double digit unemployment; they are still bringing in untrained Kenyans. That is an act of treason. Last month I was staying after work for two or three hours to utilize the faster wireless computer network at the Embassy. I am taking online college courses and need a fast connection. Every night I got on the bus to go to my quarters; it was full of foreign PAE night shift workers leaving work 8 hours early. My manager said the company was aware of this. There is no accountability. The company is building living quarters next door to the Embassy to eliminate the ten minute bus ride from the present day living quarters. Their plan is to move the foreign nationals in first. That leaves the higher value American citizens open for kidnapping, injury or death in an increasingly dangerous IZ, since the Iraqis are taking over security. They are willing to see an American harmed or killed to protect a foreigner, that is an act of treason.
The company attitude towards Americans comes from the top down. Their operations in Moscow, Baghdad, and Beijing; the three most critical posts in the world; are run by a Russian National , named Yalena Raben. She has expressed hatred toward Americans. She has been quoted on the Baghdad post as saying “the Romanians come first, the Kenyans come second, and the Americans come last”. I believe it, I have seen firsthand her hatred of Americans. The hostile work environment the American citizens, working at their own Embassy; which makes it American soil; are under is extreme. Morale is extremely low. They are treated like wetbacks while foreign nationals are treated like American citizens. Why the foreign nationals treated better than Americans? The soldiers at the gym; the ones with the prosthetic legs; they weren’t Kenyan or Romanian; they were American. Americans have paid a heavy price for this war; the foreign nationals have paid not one cent. That woman; Yolanda Raben; is a threat to the National Security of our country. The management of this company should be stripped of their citizenship and made to live in Kenya or Romania since they hate America so much. These people need to be stripped of their government contracts. There is no doubt in my mind they would sell secrets to our enemies, by committing treason against American citizens in a war zone; they have proven they are capable of it.

This is a red flag warning to all rats thinking of going there, or to any of PAE sites. Make certain you negotiate the things pointed out in the above letter. Get in writing that where you will live, telephone, food, transportation, what you will be expected to do, material and people you will have to work with or under, ANYTHING and EVERYTHING!!
If they refuse to acknowledge and put it in writing---DO NOT SIGN IT. Go work for someone else. This is shameful and your letter will make it to higher ups in DoS I feel.

sparky58, have you reported all this to the DoS Office of Inspector General (http://oig.state.gov/hotline/)? If not, I strongly suggest you do. The link has telephone numbers and an email address for reporting allegations of fraud, waste, abuse, mismanagement, and/or misconduct. I suspect those people would really like to talk to you.

I would say most of the firms doing business with our government, are in the same boat, as most of us have seen the same problems overseas, I know I have. Sorry ass situation.

Be sure and send this info to all the proper offices, I do but it seems a waste of time, but keep trying.:rockwoot:

KBR is the same way. When I was in Iraq it was Bosnians doing all the admin stuff with free access to all Americans personal data. They also made sure that there were plenty of Kenyans and Bosinians around when there was nothing to do but when the work was there so were the Americans. Comparatively speaking the Kenyans and Bosnians were being paid a fortune.

While I agree 100% with your assessment of PAE, you are completely off base with the accusation regarding the murdered American. You may remember me as I also worked for PAE and left to start Janus construction along with Jim Kitterman (the murdered American). Jim and I were involved with a lot of things, all legal. The prostitution that you are referring to took place at two Iraqi owned businesses one of which was next door to our compound, along with the one in the 215 apartments which were like a PAE office because most of the Ex Pats spent more time there than working in particular one that is now a high ranking manager.

Jim had no reason to be involved in the Rub and Tug business as there simply was not enough money involved. Do you think he would throw away over 4 Million in various contracts for what 5-10K a month running a whore house? Absolutely not!

Following Jims death the contracts were re worked but are still active and the business is still expanding.

You have no right to tarnish Jim Kittermans name and your accusations are completely unfounded.

If I’m wrong post your proof, you had access to the FBI while they were investigating Kittermans death, did you bring any of this up?

No I didn’t think so.

If you need a job I have one kicking off in Southern Afghanistan, its high pay high risk, you’ll need to travel unaccompanied by military escorts from Kabul to Karachi and then to the site. Interested?

I'm Quiting this mess and heading out of here after 3 1/2 years,the Contract is up for re-bid and i really hope this Jack Leg Company gets kicked to the Curb,But it's looking like they will win again,They must have someone high up in DOS in there Pocket.DOS Paid this Shit heel Company to Protect the TS cleared Americans we Ride 30 mins two times a day on a Road that is Off limits to Embassy Personal.Jalabad Rd.In $600.00 Toyota Vans with no Amour ,No Protection of any kind and we Live in a Make shift Compound protected by Half- Retarded Locals, i think there may be 3 or 4 1950 Model AK-47's between all 6 of them.

WASHINGTON — The U.S. Embassy in Baghdad has unnecessarily spent more than $700,000 on cellphone service and lost track of millions of dollars of government property, according to a State Department audit released Thursday.
Among the findings are that the embassy acquired about 1,000 more handheld radios than needed at a cost of $936,000 and that nearly half of the embassy's cellphones not assigned to anyone were being used and racking up thousands of dollars in monthly service fees, according to the State Department's Office of Inspector General.

The report also found that 159 of the embassy's 1,168 vehicles, worth $18.5 million, are unaccounted for.

"Embassy Baghdad has difficulty controlling and accurately accounting for its U.S. government property," the report concluded.

John Fleming, a spokesman for the State Department's Bureau of Near East Affairs, said in a statement that the embassy takes the report seriously but disputes some of the conclusions. The audit covers 2005 to 2009.

"The Embassy found many of the specific numbers or statistics regarding property cited by the OIG to be based on incomplete or outdated information," Fleming said.

The embassy, the United States' largest overseas diplomatic post, is located on a sprawling campus along the Tigris River inside the Green Zone. It spends more than $1.5 billion annually on operations and security. There is about $125 million in government property at the embassy, which has 1,700 personnel assigned to the mission.

The embassy spends about $830,000 annually on more than 4,500 cellphones. About half of those phones were not issued to any specific person and generated $268,000 in charges per year. Some of the unassigned phones were being used for more than $215,000 in unauthorized overseas phone calls.

For example, one unassigned cellphone incurred $318 in overseas phone charges in one month. In addition, assigned phones generated extensive overseas calling charges, including calls to Vietnam. Some mobile phones assigned to agency sections were underused or not used at all.

Since the OIG issued its findings to the embassy in April, the embassy has canceled service on underutilized phones. In addition, all phones are now issued without international calling capabilities unless authorized by a user's supervisor, Fleming said

OIG investigators also found that 68% of the total value of randomly selected equipment and supplies — ranging from bullet-resistant protective vests to printer cartridges — couldn't be accounted for. The OIG estimates that $1.3 million in supplies were issued without documentation or are missing.

The report also states that 159 of the embassy's fleet of 1,200 vehicles are unaccounted for. Fleming said the embassy believes only 27 vehicles are missing and most of those were destroyed in insurgent attacks.
