Thank you for contacting the Bureau of Overseas Buildings Operations (OBO) regarding your request for information about several embassy projects.

You raise the issue about the competence of the contractors working on the Libreville, Gabon NEC and the Suva, Fiji NEC and their ability to complete these projects.

The U.S. Department of State has terminated for default the contract for the New Embassy Compound in Libreville, Gabon (SALMEC-06-0033) under the provisions of the Federal Acquisition Regulations (FAR) 49.402.3 and 52.249. The project in Suva, Fiji is moving forward in a successful progression and OBO believes this project will finish within the next year.

While the Department is not pleased that the Libreville, Gabon NEC contract was terminated for default, it is only one of two projects in the past 10 years that has been terminated for default. OBO has successfully managed the completion 68 projects in the past eight years which include 49 full embassy replacements and the construction of 19 office annexes and has 29 projects in design and construction.

In April 2009, OBO moved the 20,000th person into a safe, secure, and functional new facility since 2001.

The Department terminated the contract with Aurora LLC in Libreville, Gabon as a last resort in the best interest of the American Taxpayer and our personnel who need a safer more secure facility as quickly as possible. The Department believed that Aurora LLC was not going to be able to complete this contract to construct the NEC in Libreville, Gabon and is now moving forward with on the best approach to complete this project.

I thinks it's definitely a good thing OBO will terminate a bad contract; it's just a shame it took them so long...6 weeks left on the contract and only 11% complete. Why do things have to get THAT bad before OBO does anything about it? The project will now complete (18 months?) later than originally scheduled? I'm glad OBO is looking out for the "best interest of the American Taxpayer", I just wish it didn't take them so long.

Thanks for your quick reply and information.

I do appreciate your comments, and I do believe O.B.O. is trying hard to provide a safe environment for our citizens on overseas post. As a member of a large ( now over 2000+ ) overseas work force association, we try hard to provide quality tradesmen for the O.B.O. projects,and would like to see more american labor on these projects.
