PROCESS FOR CERTIFYING OBO CONTRACTOR CLEARANCES FOR THE
RELEASE OF COUNTRY CLEARANCES & BADGING CONTRACTORS AT SITE

OBO Projects Security Oversight
The contractor (or authorized U.S. subcontractor) earmarks an individual to perform on a contract/project and travel to post/site. If the individual has a clearance, the Facility Security Officer transmits a Visit Authorization Request (VAR) and associated certification paperwork to DS/IS/IND, where IND ensures the individual meets the contractual security requirements for performance. IND has oversight of the Department's classified contracts and contractor security clearance verification process. Only VARs that have been scrutinized and approved by DS/IS/IND are valid for cleared access to any DoS site/project/information.
No VARs are required for uncleared personnel – however a electronic Country
Clearance (eCC) [formerly a Country Clearance Request (CCR)] must be sent to site/post for all contractor personnel traveling there, cleared or not. Contractors should forward personnel deployment itinerary to the COR/OBO Project Executive(PE), or his/her appointee, at least 14 days in advance of travel. For both cleared and uncleared personnel, the following information must be provided to the COR/PE: full name, date and place of birth, passport number and expiration date, name of employer, position/discipline, clearance level (indicate NONE if person is uncleared), date of arrival and expected departure. For all projects (NECs, renovations, NOX, maintenance, planning surveys, etc.), the subject line should be “Country Clearance
Information”. Once the contractor provides a personnel deployment itinerary to the COR/OBO Project Executive, an eCC will be generated. A draft of the eCC must go through a clearance process within OBO before being released to post/site. Part of that process is verification of the clearance information through the DS database. Additionally, all eCCs for uncleared contractors and those traveling to specific HUMINT threat posts must be approved by DS/IS/IND prior to release. Only when the proper clearance
information is in the DS database, can OBO can release the eCC to post/site. When possible, the OBO PE provides a copy of the post/site eCC approval response and the country travel information from the eCC website to the contractor. Please be advised that the PD/SSM/RSO at post/site is under NO obligation to let any contractor personnel on post/site until after they have received an official electronic Country Clearance for the travelers. Until an eCC is received by post/site, they have no certification of clearance levels (contractors cannot certify their own clearances) and are therefore unable to badge contractors appropriately. Additional paperwork, such as a Site Access form, may be required by the Site Security Manager (SSM).
Issuance of site badges is completely at the discretion of the SSM.
