How to find owner's representatives

What's the best way to find an owner's representative for a small construction project abroad? Project is very small so large design/build firms won't touch it. Any ideas how to find a freelancer?

I'm talking about the construction of a small office warehouse -- like 1000 to 2000 square meters in size. Standard stuff -- building structure, hvac, plumbing, electrical, etc.
