Major General (Retired) Charles E. Williams, Chief Operating Officer has had an exemplary engineering and construction management career, first in service to his country in the military and then as a civilian. He brings nearly 40 years of proven “Results-Based” experience to the company. Mr. Williams graduated with a B.S. degree from Tuskegee Institute and then received a Masters degree in Business Administration from Atlanta University. He also completed the Senior Managers in Government Program at Harvard University. In his current capacity, Mr. Williams is managing the day-to-day operations of the company.
As a Colonel stationed in Germany, Mr. Williams was responsible for managing the massive modernization of the tank firing ranges to accommodate the new family of fighting vehicles. While serving as Division Engineer of the North Atlantic Division, he was the program manager for the rebuilding of Ft. Drum, New York which was a $1.3 billion construction effort. He served as Appropriation Director for the Army’s $21 billion operations and maintenance appropriation budget. Mr. Williams served as Chief Operating Officer for the planning and construction of the first private toll road in the state of Virginia in over 150 years. His most recent responsibility was serving as Chief Operating Officer and Director of the Overseas Building Operations. In this capacity, he led a 1000 person organization that built over 50 Embassies and Consulates over seven years.
Mr. Williams has managed some of the largest and toughest domestic and international construction management jobs in the country. He has a solid reputation in government and private sectors and is considered as one of the best high performing managers. His leadership in “Change Management” is unmatched and the results are measurable and impressive. His most notable recognition includes his profile as “Captain of Industry” in the Construction Business Review, induction into the Alabama Engineering Hall of fame, recipient of the Society of American Engineers Golden Eagle Award and selection as one of the Engineering News Record (ENR) “markmen.”
