I am curious what laws or regulations would govern the wages workers must get when working on federal jobs overseas. The jobsite in question is a research facility run by the National Science Foundation operating in another country (not Antarctica). So I am not sure if this would be considered "American soil" like an embassy would.
I'm trying to get the crew some more money so please don't attack me on this. I know the NSF contractors are notorious for not paying decent wages.

Definition of ( US Embassy Compounds ) being american soil is a big grey area, mostly the people onsite enforce the laws they like and ignore the others.

Things like the right to a "non smoking" office work area is a joke.
Over time pay is straght time no 1&1/2 or double time.
Per deim is up to the firm doing the job.
Security in most areas is a big joke.

Etc, ETC, etc, and so forth.:wtf

Basicly you have to learn to cover your own ass, read the contract before you sign - NOT ON THE PLANE.:nono:

Are you paid by the government of the US? Doing work for a US Based company? Do you have a contract?
Unless you signed away some right to be an American Citizen in the last quesiton, all rules that apply at home, apply there.

It would be working for an american contractor in a foreign country but would they still have to follow American laws and regs working overseas? Would something like the Davis-Bacon Act apply or is that not for expat workers?
Thanks for helping me attempt to make a case for more money for my crew.

Is your crew a group of Americans or is it a group of locals/people from another country?

Are they Sub-Contracted?

The Davis-Bacon Act does not apply to US Govt jobs outside the US.

Davis _ Bacon, will be hard to police in a forgein country. I am, a little shall I say bitter, than most several times I have tried to enforce the american embassy is american ground deal, it will not hold up.

Best thing I could offer is, get the crew together and decide what it is you want. Not something out in space but down to earth items. Such as hourly pay rate, hours worked per week, out of country pay up-lift, per deim, R&R,
down to earth basic's.

If you are looking for a way to get paid 1&1/2 are 2 times for 40 a week, again, I do not think you have a chance to get. Prevailing wage - where would it based on what area.:rockwoot:

In the past I have suggested we set our per hour pay rate, to match the central USA, say St Louis, Mo. union rates, for different crafts. And match their benefits package.

Too many people are willing to work for minimum wage for us to ever do this,
is the project you are relating underway with expat help? Are yet to start? If it has not started this is the time to set what you want.....!!! Not after the project is manned???:wtf
