Today I tried to access RPI and was told I could not. I would appreciate it if you would fix this problem. Thank you.

I'm assuming that you are talking about the Job's Section, because you accessed this section. Check your email, specifically your junk mail folder. Support sent you an email about your credit card or it's information caused the system to decline your subscription payment. Make sure all your information is correct and then resubmit it to regain access.
