If you are new to the site, either one of two things could be happening right now.
1) you are clicking on threads and it says that you are not registered or have not completed the registration or you want to post a reply, but it says you can't.
In this case, you need to start the registration process. Simply click on REGISTER at the top of the screen. If you have already registered, there was an email sent out to after you did so asking for you to click on a link to confirm your email address and instructions on how to complete the registration process.
2) you've started the registration, and are wondering where the Rumor Jobs and Confirmed Jobs section went and still can't post.
In that case, you have to become a subscriber by going to the homepage, after logging in, and clicking Subscribe. After completing that you simply sign up for a subscription, and you are in.
